The Eternal Frostwhale, like every other fish on theGolden Tide bestiary, spawns only in the Golden Tide Pool. This pool doesn’t have a fixed spot and spawns randomly. That said, you’ll get a notification if it has spawned on your server. You’ll be able to spot it quite easily, thanks to the bright orange glow, which acts as a pointer.
You can also spawn this pool by using Sundial Totems. This isn’t going to be exactly cheap, but it will allow you to bypass the reliance on luck. Do remember that the Golden Tide Pool can spawn only till the Tides of Gold event is live.

The Eternal Frostwhale is certainly big and heavy, with an average weight of around 1,250 KG.
