The first two Spectro Rover wavebands can be acquired by completing theChapter I Act III Ominous StarandChapter I Act IV Clashing Bladesmain quests. While Ominous Star will be unlocked automatically as you progress, you will need to reach Union Level 11 to unlock Clashing Blades.
Both quests will also reward you with 100x Astrite, 2.000 Union EXP, and a good amount of Shell Credits. You will also get a few level-up materials.
How to get the third Spectro Rover waveband

To reach the level, you will need to deliver a total of 31 Sonance Caskets to Chempi in Jinzhou. How to get the final two wavebands for the Spectro Rover
The two final wavebands for the Spectro Rover can be acquired by reachinglevels 3 and 5 on Windchimer Delivery. You can reach the levels by delivering a total of 42 windchimes to Xian’ge. The Windchimes can be found only on Mt. Firmament and collected by attacking them from any distance.
You can find Xian’ge in the Windchimer Store. The store will be located by the Resonance Nexus in Hongzhen and will become available after you complete the game’s Act I Chapter VII Thaw of Eons Main Quest Series.
