Like any ARPG, you will level up by playing the game and get different leveling items. you may use them on skill trees to unlock and improve different options based on your selected Masteries (you get to pick two out of four as of writing).

Does it cost anything to respect in Titan Quest 2?

I am unsure if this will change in the future, but as of writing onAug. 3, there are no extra charges to respec. you may reset your build and try something else, and do this as many times as you want inTitan Quest 2.
